Description of Job

It is the Lottery's mission to create and sell Lottery games of chance that are held to the highest standards of integrity, entertainment and efficiency, in order to maximize proceeds for the people of Colorado. Over the past 40 years, we are proud that more than $4 billion has been returned to Colorado for parks, recreation, open space, wildlife projects and public school construction. It is the support of our valued players and committed retailer partners that enables us to further enhance our most valuable natural resource - the great outdoors.

We're hiring an innovative person who is a self starter to take our responsible gaming program to the next level. We have added a new position at the Lottery called the Player Health Manager who will serve as the subject matter expert on the Responsible Gaming (RG) program, including approving RG marketing materials, conducting internal trainings with staff, coming up with content for external trainings for retailers. This position will ensure the Lottery tracks its progress towards maintaining its World Lottery Association Level 4 Responsible Gaming certification which requires lotteries to re-apply every 3 years and demonstrate continued improvement regarding responsible gaming. This position serves as the Lottery's representative on the Problem Gambling Coalition of Colorado (PGCC) board and will collaborate with RG professionals at other lotteries across the country to ensure that the Colorado Lottery's responsible gaming program is following best practices and staying ahead of the curve. The individual in this position will report to the Lottery headquarters (Pueblo) or the Lottery's Lakewood office, depending on which is closest to their home at least once a month.

Primary Duties:

Manage Responsible Gaming Program - Responsible for ensuring the Lottery is in compliance with the requirements to maintain/obtain responsible gaming accreditations which includes tracking timelines and ensuring that they Lottery submits its application by the deadlines required. Assists various teams at the Lottery with their part of the responsible gaming program, acting as the Lottery's resident expert on responsible gaming and bringing in consultants, as needed, to present and provide additional expertise. Makes recommendations to Lottery leadership regarding changes, strategies, program opportunities and trends in responsible gaming. Attends conferences and serves on the Problem Gambling Coalition of Colorado Board on behalf of the Colorado Lottery. Acts as the main point of contact for any outside resources (such as a consultant) working with the Colorado Lottery on any RG related project or product.

Responsible Gaming Training - Creates training and promotional content as it relates to RG efforts to educate stakeholders, which includes retailers, the commission, Lottery employees and Lottery players. Facilitates training for Lottery staff, retailers and key vendors on responsible gaming. Provides guidance consistent with RG best practices. Coordinates hiring consultants for training, as needed.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Must meet one of the following or any combination of experience/education to meet the qualifications:

OPTION 1:
• 7 years of experience in training development and facilitation, therapy or social work, addiction recovery, program management and/or compliance.

OR

OPTION 2:
• Bachelor's degree from an accredited institution in health sciences, psychology, social work, business, communications, marketing or as determined by the Department.

AND
• 3 years of professional experience in training development and facilitation, therapy or social work, addiction recovery, program management and/or compliance.

OR

OPTION 3:
• Additional appropriate education will substitute for the required experience on a year-for-year basis.

Necessary Special Requirements:
• Applicants must successfully pass a background investigation and a tax check prior to appointment to positions. Applicants must also undergo a conflict-of-interest assessment to determine compliance with the provisions of C.R.S. § 44-40-110, and must remain in compliance with C.R.S. § 44-40-110 for the duration of their employment with the Colorado Lottery.
• Applicants and immediate family members must comply with restrictions on game play.
• Applicants and immediate family members must ensure compliance with appropriate Lottery laws and rules, including conflicts of interest.

Conditions of Employment with the Colorado Department of Revenue:
